ICS200 Oversight Functions
ICS for Single Resources and Initial Action Incidents
Overarching Goal: Upon successful completion of this course, participants will be able to demonstrate the skills and responsibilities needed to effectively function as the initial Incident Commander and supervise single resources during the initial phase of an incident.
Knowledge Objectives
By the end of this course, participants will be able to:
Describe ICS Leadership and Organization: Explain the leadership responsibilities, chain of command, and formal communication relationships for an initial action incident.
Outline Incident Command Functions: Describe the process of establishing command, transferring command, and expanding the ICS organization as an incident grows, including the use of Divisions, Groups, and Strike Teams/Task Forces.
Understand Initial Incident Planning: Describe the process of conducting an initial size-up, developing incident objectives, and determining strategy and tactics for the initial response.
Explain Resource Management: Articulate the difference between various resource types, understand resource management principles, and know how to manage assigned resources effectively during an initial response.
Identify Incident Facilities: Describe the purpose and typical location of key incident facilities, such as the Incident Command Post (ICP) and Staging Areas.
Explain Communication and Documentation: Understand the importance of a common communications plan and the purpose and use of essential ICS forms for an initial response, especially the ICS Form 201 (Incident Briefing).
Practical Skill Objectives
By the end of this course, participants will be able to demonstrate the ability to:
Assume Command: In a simulated scenario, properly assume the role of Incident Commander and establish command of an incident.
Assess the Incident Situation: Conduct an effective initial size-up of an incident to determine its scope, hazards, and immediate priorities.
Develop Initial Objectives: Given a scenario, develop clear, measurable, and appropriate initial objectives for the incident.
Organize and Manage Resources: Demonstrate the ability to organize and manage assigned single resources to achieve the initial objectives safely and effectively.
Conduct a Transfer of Command: Participate in a simulated exercise to conduct a complete and proper transfer of command to an incoming, higher-qualified Incident Commander.
Document Initial Actions: Complete an ICS Form 201 (Incident Briefing) to accurately document the initial response actions and provide a comprehensive situation status for incoming resources.
